Ph.D. in Administration at the Universidade Federal da Bahia (UFBA), with research exchange at the Center of Managerial Innovation at the University of Bringhton, United Kingdom. Post-doctorate in International Health Law at the Faculty of Law and University Hospital Center at the University of Nice Sophia Antípolis, France. Specialization in Public Law at the Universidade Federal da Bahia (Faculty of Law / UFBA) and in Health Planning from FIOCRUZ.

Research and publications focused on the implementation of public policies, health in the digital age, management of public services, judicialization, contracts.

Full professor at EAUFBA, active at PROPAP / UFBA – Special Program for Participation of Retired Teachers. Former coordinator of Advanced Professional Training (CPA/NPGA/EAUFBA). Coordinator of the Research Group Observes Public Policies. Vice-coordinator of the Innovation and Learning Network in Hospital Management. Book published by the Ministry of Health and book chapters published by FIOCRUZ, PAGINAE and others. Articles published in RAP, O&S, RAC and Revista Baiana de Saúde Pública, among others.
